If your photo is over 150 KB, it runs a quick search for the highest JPG quality (up to 80%) that still lands under the limit, keeping about 1.5% headroom so the portal's own byte count never tips it over. Only when even 35% quality is too big does it scale the width and height down, step by step, and search again. If you set an exact pixel size under Resize, the dimensions are never changed: the quality may go lower instead, and a warning appears if 150 KB cannot be reached at that size.
