A handwritten declaration at 800 × 400 px fits easily because the paper is mostly white. An A4 page scanned at full resolution is harder: crop the margins and expect the tool to scale it to around 1000 to 1200 px wide, which keeps normal-size text readable. Behind the scenes the tool does not guess. If your photo is over 100 KB, it runs a quick search for the highest JPG quality (up to 80%) that still lands under the limit, keeping about 1.5% headroom so the portal's own byte count never tips it over. Only when even 35% quality is too big does it scale the width and height down, step by step, and search again. If you set an exact pixel size under Resize, the dimensions are never changed: the quality may go lower instead, and a warning appears if 100 KB cannot be reached at that size.
